Integrated Behavioral Health Program (IBHP)
The Integrated Behavioral Health Program (IBHP), administered
for Regence BlueShield of Idaho by Reliant Behavioral
Health, provides a comprehensive and coordinated approach
to a member's mental health care needs. The benefits
and services of Regence BlueShield of Idaho’s health
care plan IBHP include:
- Up to eight counseling sessions through the Employee
Assistance Program (EAP) for members covered under
a plan through their employer.
- EAP/IAP services
provided at no out-of pocket expense to the members.
- Outpatient therapy - individual, marital and family
treatment
- Intensive outpatient program
- Partial day treatment
- Inpatient treatment
- Psychiatric services
- Educational materials to assist you with common
and recurring life stressors
- Care coordination
- 24-hour crisis hotline
- Informational and referral services
Any inpatient admission
must be authorized within 24 hours of admission. Preauthorization
is required for partial hospitalization, intensive outpatient
programs, psychological testing, and routine outpatient
treatment beyond 12 sessions
How do the EAP/IAP services work?
The EAP/IAP provides confidential services
covering a wide range of issues that may affect an individual’s
personal and family life, such as stress, grief, parenting
concerns, relationship difficulties, chemical dependency
problems, aging, work related difficulties, financial
and legal concerns.
At times we all can
use some help with a problem or issue that is interfering
with our work or personal life. Obtaining services early
minimizes the chances of a problem becoming serious
and requiring more extensive treatment. An EAP/IAP therapist
may also coordinate care with your physician when a
physical illness results in emotional pain and discomfort.
Confidentiality
All discussions between you and the EAP/IAP and IBHP
providers are confidential. A Reliant Behavioral Health
care manager may ask your therapist or provider for
relevant clinical data and the treatment plan to evaluate
how services may best be structured to assist you. You
will be asked to sign a consent form which lets you
know when information will be shared with other health
care professionals. Personal information is never shared
with anyone, including your employer, without your direct
knowledge and approval. (Exceptions are made only
in cases governed by law to protect individuals threatened
by violence.)
Who Provides Care?
Regence BlueShield of Idaho’s IBHP network
includes credentialed psychiatrists, psychologists,
social workers, and therapists - all licensed to provide
therapy in Idaho. Ask your provider if he or she is
a member of the network or call APS. If a provider is
not a member of the IBHP network, your benefits are
reduced and your out-of-pocket expenses are increased.
IBHP provides access and flexibility in obtaining care
within the established provider network. You may contact
an IBHP provider directly for outpatient treatment or
you may contact Reliant Behavioral Health to schedule
an EAP/IAP counseling session. All EAP/IAP counselors
and therapists have masters or doctoral degrees.

appointment, or have a question about your behavioral
health benefits or the IBHP providers, you may call

are answered by caring professionals who are there to
assist you!
Behavioral Health Benefit Levels and Costs
IBHP benefits are designed to provide flexibility
and ease in obtaining care to best meet your needs.
During the benefit year, you have a total number of
units of care available for treatment of behavioral
health issues (mental health and chemical dependency)
when services are received from an IBHP provider. A
portion of the total units is also available if you
seek services from non-IBHP providers.
Examples of
units of care are:
- ongoing 50-minute
outpatient therapy session requires 4 units (non-EAP/IAP
therapy)
- one 50-minute outpatient
therapy with medical evaluation and management requires
8 units (non-EAP/IAP therapy)
- one chemical dependency
residential day requires 14 units
- one inpatient day
requires 28 units.
In addition, the EAP/IAP
provides eight counseling sessions with no copayment,
and use of the EAP/IAP does not decrease the total number
of units available to you during the benefit year.
Copayment
For all behavioral health services beyond the EAP/IAP,
your benefits include a per-unit copayment if services
are received from an IBHP provider. If services are
received from a non-IBHP provider, a higher copayment
is applied.
